Mr. Marinucci, as a senior consultant with Hill International, was responsible, inter alia, for construction claim analysis, scheduling analysis, contract writing, procedure and policy implementation at the Perry Nuclear Power Plant.

As the Legal Advisor Project Administrator (Project Manager) for the design and construction of the Mahoning County Justice Center, Mr. Marinucci is well versed in jail construction and security related issues.

Jail construction is designed by its security parameters regarding secured perimeters, secured building envelopes, security barriers and security hardware. All these issues affect the critical path of the project and must be timely worked out early on in the project and implemented early on to prevent or minimize delays and their associated impacts. NCX has large jail construction experience and will establish the needed security parameters in order to protect the Owner. Security management issues and policies must be developed at the project’s inception because of the time impacts of the security vendors and the associated material acquisition time.
